Masaki is the younger sister of the first King of Jurai. After the founding of Jurai, many went out exploring (or pirating as the case may be). Masaki had a restless nature, and went out "exploring". She was not happy with the restrictions of the new Royal Family apparently (a typical Masaki family trait). It was she who found Earth, and founded the colony on this new world. Earth already had some human population (probably left over from the pre-prehistoric civilization (the ones who had imprisoned Washu). The Masaki family of Earth that Funaho descended from derives from Masaki's colonization of this world.*
For some unknown reason, the application to Jurai for colony status was delayed for about 50,000 (?) years until almost the time of Azusa. This is when Azusa discovers Masaki's ship (which is so old that it has a metal hull, not wooden) on the moon (after a mysterious voice and light-hawk wings helps him in his battle against some space-pirates). Masaki is no longer alive, but has merged with her Royal Tree in astral form (those astral bodies again). Masaki is a talkative sort, and reminds me a lot of Misaki, Ayeka and Sasami's mother. She is a "free spirit" (no pun intended).
Masaki relates that she has remained on the moon to watch over the Earth and her descendants. She relates the Masaki lineage to Azusa and this is when they discover that Funaho is of Jurai descent.
It is not known how Masaki came to be on the moon, but it is known from one of Kajishima's dojin (Omatsuri Zenjitsu no Yoru 21 Seiki-ban 1) that Tenchi's son will one day meet Masaki on the moon. They will become "companions". Apparently, and ANB or TS can confirm this, Tokimi or one of the goddesses, will restore Masaki's body and the two will become a couple (if not married). But this is still in the future.
PS> Being one of the first Jurain, I would hazard a guess that Masaki may have a 1st generation tree. She has at least a 2nd generation, for it produced light-hawk wings in the battle with the pirates to help Azusa (though it was borrowing power from Kirito).

First, there is no record of when Masaki applied for colony status on Earth. At the time of Azusa's visit to Earth, the application had been handed in "several 10,000 years ago" (an odd way of putting it) and had only been accepted a year before Azusa's arrival. The humans on Earth may have been from Jurai or from the pre-prehistoric civilization, which had fallen hundreds of millions of years ago. (I think this is just Kajishima's attempt to weave in the belief of the divine origin of Japan's imperial family).
Essentially, the story is this:

Several hundreds of thousand years ago, Tsunami met a boy who would become the first king of Jurai. He had an ability to talk with animals, birds, and trees, and made friends with Tsunami. Tsunami felt some possibility that what she looked for would come out as his descendant and gave him her child tree (1st generation royal tree). She has given protection to Jurai for long time.
In the early days of Jurai, a lot of parties explored to find new frontiers in the Galaxy. Masaki took part in one of the parties to escape from the restraint of her parents and brother. She found Earth and was pleased to live on the planet. She also applied to register the Earth as a colony of Jurai. She copied her memory and astral body into her royal tree and now is still watching the earth on the moon. Azusa met her when he came to the Earth. Tenchi's son will be a companion to talk with her for his whole life.
Others have said that Tokimi creates a new body for Masaki, and that they marry.
Masaki was one of the founding members of Jurai, so it seems likely she would have received a higher generation tree.
However, there were no more than three 1st Generation trees in all of Jurai's history, including Kirito. This is from the novel "Jurai" at the time of Azusa's Tree Selection Ceremony.
As for the ability of the trees to produce light hawk wings, the Tenchi Muyo 101 relates:

The Trees are classified in four groups. The origin (Tsunami, 0th generation), 1st generation, 2nd generation and the others. The first (e.g. Funaho) and second (e.g. Ryuuou) generations can create three kou-ou-yoku but later generations can make them visible only when more than one Tree combine their power.
I'm not sure about how many wings come out of two third generation trees combining their power. Some say one, but I'm not sure.
No picture of Masaki's ship exists. That it had a metal hull is related in the novel "Jurai" to indicate its age.
間近で見るとその船は樹雷のものであることは分かったが、材質が金属で出来た、かなり古いタイプのものであった。
Although it turned out that the ship was of Jurai, when it was close and seen, the quality of the material was of a quite old type made with metal.
